ИНТЕРВЈУ МИЛАН КРКОБАБИЋ: И СНС-у ЈЕ ПОТРЕБНА СОЦИЈАЛНО ОДГОВОРНА ПАРТИЈА

Лидер ПУПС-а Милан Кркобабић објашњава због чега су после осам година променили коалиционог партнера и од СПС-а пришли СНС-у, зашто смањење пензија види као привремени солидарни порез за спас буџета, државе, деце и унука изборе и шта ће од власти захтевати на средњи и дуги рок

У предвечерје ванредних парламентарних избора за коалициони потенцијал Партије уједињених пензионера Србије (ПУПС) бориле су се две владајуће странке, њихов осмогодишњи политички партнер СПС и најјача странка СНС. Победио је СНС, па је ПУПС на изборној листи “Александар Вучић – Србија побеђује”, са 15 посланичких кандидата и реалним изгледима да девет буде у новом сазиву Скупштине. Председник ПУПС-а и директор ЈП “Пошта Србије” Милан Кркобабић је на високом 4. месту. Колико цени новог коалиционог партнера СНС је показао и у Сремској Митровици, када су на првом предизборном митингу у први план стављене заставе ПУПС-а и СДПС-а.

Због, за многе очекиване, али за многе ненадане промене коалиционог партнера, логично питање за Милана Кркобабића јесте шта је пресудило да ПУПС тако одлучи и коју врсту сигурности носи нова коалиција?

“Не ради се о сигурности, ради се о континуитету једне политике. Наш концепт је био јасан: подршка мерама фискалне консолидације, покушај да се спаси оно што се спасти може, да се одагна кључно питање да ли ће пензија бити или неће бити, да се одагна тај страх. Постојала је опасност да земља банкротира, а пазите, 1,7 милиона људи чека да им поштар зазвони, да им донесе пензију. Ту не треба много паметовати, то је реалан избор. Континуитет подршке Александру Вучићу, стигао је до завршнице, потписали смо уговор о коалиционој сарадњи за следеће изборе. Ништа више од тога”, каже Милан Кркобабић за Нови магазин.

*Нико не спори ваше право на избор и другу коалицију, али ви сте имали и добре резултате са СПС-ом.

У Србији се у први план истиче форма, ко с ким и ко шта? Није то поента, поента је шта ћемо да радимо и шта смо до сада урадили. Ми се опредељујемо за онога ко може да гарантује реализацију концепта за који се залажемо. Ко је тај? То је онај ко има највеће поверење грађана, јер грађани су неприкосновени судија, они дефинишу ко и у ком периоду ће креирати велику политику земље.

*Може ли се рећи да сте били бржи, јер је и СПС објавио намеру да буде у коалицији са СНС-ом?

Не могу да говорим за СПС и шта су њихове жеље, ми само хоћемо да наставимо концепт за који смо констатовали да је добар за грађане Србије, да је добар за 1,7 милиона пензионера. Људи хоће сигурност, дугорочну стабилност, хоће да не буду забринути кад се пробуде, да знају, понављам још једном: долази поштар, стиже пензија. Могу да живе мирно и спокојно, да воде своје нормалне животе.

*И даље је упитно зашто су се СНС и СПС борили за ПУПС?

Не гледам ја на то тако. Претпостављам да су политичке партије које су грађани верификовали као битне заинтересоване за вредносне ставове које ми као партија износимо и покривамо и да са нама могу у целости да покрију бирачко тело. Конкретно, СНС је велика партија у којој постоји плурализам интереса и наравно да јој је пожељна сарадња са једном социјално утемељеном и одговорном партијом.

*У досадашњем сазиву сте имали 12 мандата, колико сте сада добили?

Хајде да разјаснимо и то “добили сте”; нама нико никад ништа није давао, нити ће давати. Ми можемо да постигнемо договор о заједничкој сарадњи и наступу, а онда као пристојни људи да проценимо колико ми партиципирамо. Нема давања.

*Колико се зна, девет мандата вам је сигурно у будућем парламенту. Јесте ли проценили да ће СПС остварити слабији резултат него 2014. када сте имали 12 посланика?

На листи имамо 15 кандидата. Када је у питању ПУПС опет се ради о замени теза; за нас су увек у првом плану били интереси пензионера и запослених, а онда учешће у власти. Ми нисмо били део Владе Србије од 2014, немамо ниједног министра, државног секретара или помоћника, ниједног званичника у ужој извршној власти. То је неприкосновено. Ми смо подржали концепт и поново дајемо пуну подршку политици Александра Вучића зато што мислимо да је потпуно утемељена.

Кључна дилема је била хоће ли пензија бити или неће, а не колике ће пензије бити. Наш концепт је концепт пензија за 21. век и ту сам, па рецимо, препотентан, једини имамо праву визију за редовност и сигурност.

*Говорите о, условно речено, државним пензијама?

Да, једини гарант пензионерима може бити држава Србија. Па, Грци су у 11 наврата смањивали пензије! Ми смо дошли до тога да Бизмарков модел XИX века више никада неће бити актуелан. Данас фабрике имају по 200-300 запослених, техничко-технолошки развој захтева све мањи број људи. Подаци говоре да ће до средине века трећина бити запослена, значи морају да се проналазе нови начини функционисања пензионог система, реформа. Зато истичемо редовност и сигурност пензија, а висина зависи и зависиће од економске моћи државе.

Е, сад, зашто је код нас, у Словенији, Европи, потребна оваква партија? Држава може бити економски утемељена, ефикасна и организована, али не мора да буде социјално праведна и нужно је постојање партија које ће државу терати да буде социјално одговорна, да омогући нову прерасподелу друштвеног богатства између рада и капитала. То је поента.

*Нико не спори то, али пензионери се нису добровољно одрекли дела пензија.

Хајде да расправимо и то; овде се не ради о смањењу пензија, ми на то гледамо као на неку врсту привременог солидарног пореза једног дела пензионера. Највећи број, милион и четрдесет хиљада, није обухваћен тим мерама…

*Зато што су њихове пензије толико мале да их је немогуће смањити…

…а други део је дао тај привремени порез да бисмо спречили суноврат земље, одагнали страх.

*Да ли заиста мислите да терет реформи треба да падне само на терет старијих, без обзира колико воле своју земљу, своју децу и унуке.

Одлазим на митинге и постављам питања. Прво питање је: да ли сте за то да пензије буду редовне и сигурне? Хиљаду и по људи у Новом Саду је подигло руку, постоје снимци. На друго питање “да ли сте за то да вам деца остају овде и имају стабилан посао и сигурну плату”, подигли су по две руке. Из срца, одмах. Треће питање је било “да ли сте за то да будете безобразно богати и моћни”. Нико није подигао руку.

*Па, шта очекујете друго на таква питања?

За мене је било битно да су на друго питање људи подигли обе руке, свесно су прихватили. Ово није било први пут да се жртвују, то су људи који су од 45. наовамо безброј пута учествовали у акцијама помоћи, помагали су и Црној Гори кад је био земљотрес, Скопљу, градили су путеве, болнице. И сад су помогли, хајде да будемо искрени, из два разлога: први је био да заштите те своје пензије, а други да створе услове да ова земља крене, да њиховој деци, њиховим унуцима, буде боље, да не морају да страхују од тога хоће ли отићи. То је несебичан чин. Претпостављам да им је зато премијер и захвалио. Нико пре тога им није захвалио! Знате оно “није тешко бити фин”, али нико пре тога им није рекао “хвала, направили сте то, помогли сте, саградили сте болнице и школе”. Не, једноставно нове генерације које су долазиле нису хтеле да се захваљују, он је то учинио. И заиста, они јесу прави хероји, у кључном моменту су се одрекли дела пензија.

Да ли су их питали? Па, ко данас пита појединачно 1,7 милиона људи, али постоји још нешто – не треба постављати питање да ли треба да бранимо земљу и да се изјаснимо! Па, наравно да ћемо да је бранимо! Да ли треба да помогнемо земљи? Наравно да ћемо да јој помогнемо. Једноставно је то. Ја водим једно јавно предузеће које је за четири године од милијарду динара дуга стигло до три милијарде добити и верујте ми кад кажем да је једино краткорочно решење за спречавање суноврата било привремено смањивање пензија и плата у јавном сектору.

Наравно да постоје средњорочне и дугорочне мере. И наравно да су јавна предузећа генератор губитака, не треба велика памет да се то схвати. Али, не можете их оздравити за 2,3,4 месеца, не можете за тако кратко време довести у ред Пореску управу, не можете ни инспекцијске службе, то је дуготрајан процес. Једина краткорочна мера било је смањивање плата и пензија и ми смо рекли: “ ОК, прихватамо, али нека то буде последња жртва коју су дали пензионери, хајде да видимо да и богати заплачу!”. Како ће заплакати?

*Тешко!

Хоће ако им завучемо руку у џеп.

*Питање је било да ли је могло неког другог да погоди. Оснивач ПУПС-а, ваш отац Јован Кркобабић, био је вицепремијер када су, на ваш захтев, повећане пензије. Данас кажете да је то генератор дефицита…

Амбијент, услови, ситуација 2008. и 2014. потпуно су различити.

*Тадашњи премијер Цветковић је био против повећања…

Шта је био? Замислите председника Владе који је био против нечега, а онда то прихватио и остао премијер!. То никад нисам чуо. Ми смо, с поносом кажем, то захтевали, с поносом кажем да смо омогућили да ти људи боље живе. Поносни смо и што је скоро пола милиона људи добило 13. пензију, у Београду стотине хиљада бесплатан превоз. Да видимо која је још политичка партија то урадила за пензионере!

*Али, ако је то узрок дефицита који се покрива смањивањем пензија, зашто се и даље поноси?

То су мере предузете 2008. и то није један од кључних разлога дефицита. Па, само једно јавно предузеће им губитке које добро знамо.

*Нисте у извршној власти, али јесте у парламенту. Зашто сте гласали за олакшице највећим пореским дужницима док пензионери грцају?

Већ сам рекао: ми смо подржали концепт, ММФ је то одобрио, а нећемо ваљда данас да се слажемо са ММФ-ом и Светском банком, сутра не? Рекли смо да су то краткорочне мере, за нас привремени допринос једног дела пензионера, не спорећи право људима да се и туже са државом. Највећи број пензионера подржава тај концепт, макар имали пензију 8.000 динара.

Али, ми смо у Скупштини увек инсистирали и на средњорочним и дугорочним мерама, уређивању државе, а то је: функционисање Пореске управе, синтетички порез, прогресивна стопа, сређивање јавних предузећа и предузећа у реструктурирању. Захтевамо да те мере буду предузете и да никада више један део запослених и пензионера не буду једине жртве реформи. Да богати подметну леђа…

*Па, то и јесте питање, зашто најбогатији имају нове пореске олакшице?

Ви гледате са дозом емоција на то и то је потпуно у реду, али када водите државну политику не можете да гледате са емоцијама према појединцу, морате да обезбедите услове за одрживост система. На средњи рок ти које помињете могу да уђу у систем контроле, јер у противном можете имати супротан ефекат, сељење капитала, на пример. Те мере захтевају више времена. Овде се не ради о отимању о власти, како малопре рекосте; власт мора да има социјално одговорног и утемељеног партнера који ће му постављати питања која сте ви мени поставили. И то ће бити сет питања која ћемо ми постављати.

*Хоћете ли бити у извршној власти?

У парламенту извесно, а да ли ћемо бити и у извршној не зависи од нас.

*Ово питање има везе и са вашим опредељењем директор-политичар?

Ако питате да ли се препоручујемо за министре, одговор је – не. О тиму ће одлучивати онај ко добије мандат од народа.

*У Србији је 1,7 милиона пензионера, ви имате подршку 3-4 одсто бирача. Ко су пензионери који подржавају ПУПС?

Прво кратак увод – кад сам рекао да нико никоме ништа не даје, то значи ово: 2007. ПУПС је са Човићем имао 3,7 одсто, СПС једва прешао пет. Наредне године заједно имамо 7,7 одсто, 2012 – више од 14, 2104 – више од 13 одсто. Истраживања независних кућа као Стратеџик и Фактор плус дају нам 3 одсто или изнад тога, тамо где идемо сами на локалним изборима прелазимо цензус, негде смо на десет одсто.

Који нас пензионери подржавају? Просто питање, прост одговор; и они који имају мале пензије и они који имају велике, сви суштински забринути хоће ли имати пензију или не, а не десет амбасадора из круга двојке. Она бака која је добила наслеђе из Аустралије рекла је: “Баш ме брига за те паре, само да ми остане пензија!” Од осам хиљада динара. То није демагогија, то је истина.

*Шта је са преосталих 1,6 милиона пензионера, зар се они не плаше?

Говорите о људима који имају и друге изворе прихода.

*Али, зашто нема научника, академика?

Знате ли ко је Дејан Мијач? Он каже: “Ја сам пензионер, било би нормално да гласам за ПУПС, али ја сам и нешто више од тога, уметник, стваралац и моја опција је Демократска странка!”. Шта кажете на то? То је реалност. Ми имамо стабилно чврсто језгро које се повећава и учинићемо оно што су урадили Словенци, постати једна од најјачих странака.

*Ако имате такав потенцијал, зашто не идете сами на изборе?

Рекао сам да ћемо ићи сами ако не постигнемо договор са СНС-ом. Али, СНС је гарант наших захтева, а уз нашу помоћ и за социјално праведну државу. И контрапитање – с ким жели СПС?

*Ми смо то вас питали.

И шта је спорно? Због чега ићи заобилазним путем кад може директно.

*Онда долазимо до питања чему уопште они избори?

То није питање за мене, носилац владајуће политике има право да постави питање поверења.

Сарадња у региону

*Сарађујете са странком пензионера у Словенији, која је веома јака. Учите ли од њих и хоћете ли имати институционалну сарадњу са сличним странкама у региону?

Наравно да учимо сваког дана од оних који знају боље и виде више и даље. Словеначка партија пензионера је друга по снази и од њих човек може много да научи. Српски пензионер може да научи од словеначког пензионера који неприкосновено штити свој социјално-економски положај и своју државу. И ја се надам да смо сада успели, да се гласови пензионера неће расипати.

*Подржавате ли ви само концепт социјалне правде или и јасно опредељење за европске интеграције?

Тај пут ка Европи нема алтернативу, то је потпуно јасно, зацртали смо тај пут, одредили циљ и противник сам, као и моја партија, да сад застанемо и поново расправљамо. Решили смо и идемо. Шта то у Европи, било који став и стандард, може да смета пензионерима у Србији? Па, не постоји ништа и дилема за кога су пензионери Србије је лажна.

*Проевропски или проруски?

То је у другом плану, то не постоји; постоји свест о стабилности социо-економског положаја, о вредносним стварима, о свим тековинама које нуди Европа, пре свега стандардима. Ја најмање говорим о ономе о чему многи говоре; да ли ће добити новац од Европе или не. Нама не треба новац, то није приоритет, потребне су нам вредности и стандарди, потребно је да будемо део породице која иде напред и мислим да гро пензионера у Србији има то опредељење.

*Подржавате ли Бриселски споразум?

Ми смо апсолутно против сваке дискриминације. Ово је партија која у Прешеву има одбор на чијем челу је Албанац, у Горњем Милановцу одбор води Бошњакиња. Шта вам то говори?

*Нормално је.

Дајте ми још неку партију која то има.

*Имате ли у чланству још некога сем пензионера?

Људи који остану без посла, премлади за пензију, престари за ново радно место. Истраживања су показала да за нас гласају млади који први пут стекну право гласа. Тако је и у Словенији; гласају за своје бабе и деде, људе који их никада нису преварили.

*Сад сте ви емотивни.

Морам, али тако је. После 3-4 године смањује се њихова подршка.

Партија или Пошта

*Идуће године ћете морати да се определите да ли ћете бити директор Поште или председник странке. Шта ће бити ваш избор?

И то није нека дилема, за некога ко је председник партије која је честита и поштена, која има праву мисију, јединствену мисију, то питање је излишно.

*Да ли је ЈП Пошта Србије било део коалиционог споразума са СНС-ом?

Не. ЈП Пошта Србије је сјајан модел успешног, профитабилног јавног предузећа које расте, развија се, предузећа које има изражен смисао за друштвену бригу о запосленима. Ми нудимо тај модел грађанима и званичницима, показујемо како треба да функционишу јавна предузећа у Србији, како да пуне буџет и да показују пуну бригу о запосленима. Ту је доказан и мој кључни вредносни став – да нема вишка запослених него мањка посла. То је нова пословна доктрина, окрећемо се приходној страни, да зарадимо у тржишној утакмици. Знате, пре него што се неки генијалац досети да смањи број запослених, нека покуша да им нађе посао. То је једина доктрина која може Србију да вуче напред.

Питали сте учимо ли од Словенаца. Да, они имају техничко-технолошку солидарност, фирме које остварују велике профите, а имају мало запослених који имају обавезу да у посебан фонд издвајају део прихода..

*Хоћете ли ви то урадити?

Иницираћемо, то је техничко-технолошка солидарност у корист грађана. Овај век ће отворити многа питања, људски век се продужава, број запослених опада. И због тога је потребно тражење решења за нови пензионо-социјални систем. Било би претенциозно да кажем да ја имам решење, ни много паметнији то не знају, али морамо га тражити.
