Др Јован Кркобабић, лидер ПУПС-а: Ми смо моћна партија

“Наше бирачко тело броји два милиона људи, и да само једна петина од тога гласа за нас и изађе на изборе ми смо опет врло, врло високо у парламенту”

Није тајна да су на политичкој сцени Србије почела престројавања пред предстојеће изборе, па се тако и неке коалиције доводе у питање, без обзира што њихови актери настоје да тај проблем сведу на најмању могућу меру. Лидер ПУПС-а Јован Кркобабић јавно се пожалио да је очекивао више разумевања и озбиљнији међупартијски однос, односно да су њега и његове партијске колеге неки пријатељи или потценили или недовољно озбиљно схватили. Убрзо је уследио медијски одговор Ивице Дачића, лидера коалиције СПС-ЈС-ПУПС, који је потврдио да постоје проблеми у комуникацији унутар коалиције, али и да он никога неће приморавати на сарадњу, иако мисли да је тај савез добитна комбинација. Додатни проблем створен је и потписивањем петиције УРС-а за децентрализацију лидера Јединствене Србије Драгана Марковића Палме. После свих јавних прозивки и изјава, са све три стране стижу објашњења да коалиција функционише и да има снажан коалициони капацитет, иако свака од странака те коалиције настоји да истакне сопствену особеност. О тим темама, као и о раду реконструисане владе, за “Актер” говори њен потпредседник Јован Кркобабић, који је и председник Партије уједињених пензионера Србије (ПУПС).

Шта се догађа у вашој коалицији, је ли мало напукла када је све то доспело у медије?

У нашој коалицији се ништа не догађа, односно догађа се исто што и код свих других коалиција и партија. Обављају се припреме за наредне изборе. Коалиције су увек састављене од различитих партија и су увек потребна нека усаглашавања, фина дотеривања да би могла да функционише беспрекорно и са успехом.

Шта је то што вам посебно смета код коалиционих партнера? Рекли сте да вас не уважавају довољно?

Нисам рекао да ме не уважавају довољно, већ сам рекао да коалиција мора да се састаје редовно, да се редовно договара и усаглашава ставове како бисмо иступали на јединствен начин, и како не бисмо имали неких дисонантних тонова и раскорака у иступима, у тумачењима ствари и потезима који се повлаче. Потребно је фино дотеривање и усаглашавање ставова да би коалиција функционисала на најбољи могући начин.

Да ли је после ваше изјаве медијима да нисте задовољни третманом у коалицији осим одговора Ивице Дачића, такође кроз медије, било разговора уживо?

Разговарали смо и уживо после мог и његовог интервјуа. Нити сам у свом интервјуу рекао нешто што се односи на Дачића, нити је он у свом интервјуу рекао нешто што се односи на мене. Реч је о ономе што сам вам малопре рекао – када се приближавају избори, када се иде у акцију припремања партија, бирачког тела да изађе на изборе, онда коалиције сачињене од партија са различитим интересима и идеологијама морају да приближе неке своје ставове да би могле без проблема да функционишу и изађу пред бираче на најефикаснији начин.

Да то ипак нема неке везе са све већим интересовањем напредњака за сарадњу са вама? Можда у томе лежи потреба за гланцањем односа унутар коалиције?

Партија уједињених пензионера Србије је озбиљна партија, добро организована са великим бирачким телом и наравно да постоје интереси и других партија за ПУПС и за сарадњу с нама. То што се напредњаци интересују, уколико се интересују јер нисам имао разговоре са њима, верујем вама, управо је због наше снаге и бирачког тела. С друге стране то је разумљиво јер је Српска напредна странка изузетно озбиљна и моћна партија која жели да се позиционира на политичком тржишту до избора на најбољи начин, да види с ким може да сарађује и да пронађе партије с којима би евентуално обезбедила победу. То није никакво чудо, јер то ради свака партија па и напредњаци. Подразумева се да то радимо и ми.

“Можда се Палми свиђа та идеја, па је потписао петицију и дао подршку Млађану Динкићу. То није ништа посебно, нити значи да је Палма отишао и формално као партија у савез са Динкићем, мада није уопште проблем и да оде јер је то ствар политике, односно његове процене”

Да ли су вама прихватљиви напредњаци? Да ли бисте могли да сарађујете са њима?

Не ради се о томе да ли су нам занимљиви или не. Ми смо изузетно отворена партија са врло широким коалиционим капацитетом и у могућности смо да сарађујемо са различитим странкама, зато смо и интересантни и зато се уосталом и интересују друге партије за нас. Према томе зашто не бисмо могли не само са њима него и са другим партијама. Нама су и демократе блиске. То је такође партија која има нешто другачији програм од нашег, али као што видите успешно сарађујемо.

Шта се догодило са најављеним великим митингом ваше коалиције који је требало да буде одржан 15. маја у “Арени”? Сада сви о томе ћуте, а то је требало да буде почетак предизборне кампање и сумирање резултата рада?

О томе заиста не знам ништа, ми се нисмо о том митингу договарали ни са ким. Пре неки дан имао сам част да прочитам у новинама да је господин Палма најавио да тај митинг одлаже за јесен. О митингу нисам ни са ким разговарао, тако да стварно не знам ништа. Не спорим да свака партија може да организује митинг, али ми о томе нисмо разговарали. Могла је то можда и сама Јединствена Србија да организује. Није никакав проблем да то учини.

У интервјуу за “Актер” председница парламента Славица Ђукић-Дејановић рекла је да се спрема митинг ваше коалиције, да то треба да буде извештај народу о свему до сада учињеном и да би то на неки начин требало да означи почетак предизборне кампање?

Вероватно Славица Ђукић-Дејановић то зна, ја не знам. Не знам откуд би Славица Ђукић могла да да такву изјаву и ако ју је дала то је њено легитимно право, али ми нисмо о томе разговарали.

Има најава да ваши посланици говоре, а и ви сте у једном тренутку рекли, да бисте могли као партија да изађете самостално на изборе. Имате ли довољно капацитета и верујете ли да можете самостално да пређете цензус?

Да ли ви верујете у то као новинар, као човек и дама која прати политичко тржиште? Да ли сте препознали ову партију као добро организовану велику партију? Што се мене тиче ми можемо да идемо и у коалицији и сами, и сасвим сам сигуран да релаксирано улазимо у парламент Србије. Ту нема никаквих проблема, нити икакве дилеме. Ми смо једна моћна, јака партија. Наше бирачко тело броји два милиона људи, и да само једна петина од тога гласа за нас и изађе на изборе ми смо опет врло, врло високо у парламенту.

Кад већ помињемо изборе верујете ли да ће их ускоро бити, шта се прича у влади?

Избори ће бити нормално, како је закон и прописао, 2012. године.

Недавно је Драган Марковић Палма потписао петицију Млађана Динкића. Видите ли нека искакања из коалиционог договора ако у њему пише да нема солирања?

Право да вам кажем немам појма. Може потписати ко год хоће неку петицију, али то још увек не мора да значи мењање коалиционог договора. То не значи да се тиме мења курс, партијска сарадња, партнери. Можда се Палми свиђа та идеја, па је потписао петицију и дао подршку Млађану Динкићу. То није ништа посебно, нити значи да је Палма отишао и формално као партија у савез са Динкићем, мада није уопште проблем и да оде, јер је то ствар политике, односно његове процене. Палма је врло искусан политичар и он ће свакако да нађе одговор на питање где му је најбоље у току периода припрема до изласка на изборе.

Потпредседник сте владе која је недавно реконструисана. Да ли вам се чини да она сада боље ради, и да ли је дошло до уштеде смањењем броја људи, иако у медијима пише да су бивши министри и даље на државним јаслама?

Шта пише у медијима верујте ми да не знам, нисам читао, а што се тиче владе она је рационализована и бројно и пословно. Она данас далеко ефикасније и утегнутије ради. Посао се обавља са мање тачака одлучивања, тако да и само то већ говори о њеној ефикасности. Колики ће бити учинак и позитиван резултат на то морамо мало сачекати, морамо имати стрпљења до јесени да бисмо добили прави одговор на то питање. Обично кажем народну “Конац дело краси”, односно крај ће показати колико смо били у праву и колико је тај потез био добар, а мислим да јесте.

Кад смо већ код краја, према званичној евиденцији у Србији је 220.000 људи добило отказ, али према подацима ММФ-а та бројка износи дупло више, чак 440.000? Имате ли некакво решење за све те људе?

То није мој сектор рада, већ као што знате Министарства за економију и регионални развој, знате да је тамо и Агенција за запошљавање. Колико је људи остало без посла у овом периоду не знам, али морате знати да смо ми преузели власт у моменту када је наступила и велика светска економска криза која је погодила и нашу земљу. Надам се да ћемо до краја године, а нарочито у идућој, из свега тога изаћи јер излазак из кризе и економски опоравак Србије је врло евидентан. То говори и привредни раст и сви други показатељи, као и завршетак пројеката који су у току, тако да се надам да ћемо већ пред крај ове године имати врло видљив резултат који ће бити позитиван у односу на сва та питања, па и када је запошљавање у питању. Што се тиче мера које се предузимају видели сте да је влада предузела мере ослобађања од плаћања доприноса послодаваца да би што више људи добило посао, и та владина мера ће свакако дати позитивне резултате.

Треба да прође доста времена да људи осете резултате?

Доста времена треба да прође и да дете израсте у човека. Према томе, ништа се не дешава у тренутку, све је процес па и то. Током овога лета све време ће се радити на томе да се што је могуће више људи запосли, али не можете очекивати да ако је влада јуче донела уредбу већ данас буде 100.000 запослених. Такав начин рада не постоји нигде на свету. Мора да се обави читав низ послова процедуралне природе који омогућавају да се то обави у складу са законом и другим прописима.

Читавог живота практично се бавите социјалом. Како се осећате када знате да се много људи налази у безнадежном положају, а ви не можете да им помогнете?

Никада се не радујем нечему лошем, па не могу ни да се радујем када се људи отпуштају, јер сем посла остају и без елементарних услова за живот, али такво је време. Живео сам и у горим и тежим временима и важно је да човек има у себи, па и онај који живи лоше, оптимизма, да има идеју како ће из тога изаћи, и то човеку даје снаге да савлада све тешкоће. Надам се да наш народ има довољно и мудрости и стрпљења и да ћемо сви заједно на један крајње коректан начин изаћи из овога. Чини се максималан напор да се што је могуће мање осети криза кроз разноразне мере које влада предузима.

Има најава да ваш кабинет спрема нови закон о запошљавању. О чему се ради?

Ми спремамо један пројекат о такозваном социјалном запошљавању. То је пројекат по коме би се запослили сви људи који су остали без посла, стари за рад, а млади за пензију, инвалиди, деца заостала у развоју и тако даље. Ми смо некада имали такозване ДЕС-ове заштитне радионице, читав систем запошљавања људи који су били на било који начин хендикепирани, било годинама, било здрављем или неким другим социјалним приликама. Сада покушавамо да урадимо социјални програм који би омогућио запошљавање свих тих људи. Биле би то непрофитне радне организације које би имале одређене бенефите у плаћању пореза. Не би плаћале ПДВ, а омогућиле би људима да раде. Уместо да човеку дате 2 динара боље је да сам заради један, а да му један дате, а не да му дате два, и то онда релаксира и државну касу и њега чини социјално укљученим у проблеме и процесе рада.

Када се може очекивати тај закон у скупштини?

Не знам тачно, али до краја године ће свакако бити пред посланицима.

Неким пензионерима требало је током 2011. године да се исплати заостали стари дуг. Сада то нико не помиње?

Војним пензионерима дугује се једна рата заосталих пензија, али они нису укључени у Пензиони фонд Србије, већ су под ингеренцијом Министарства одбране и они се старају да отплате тај дуг. Код пензионера у Фонду запослених нема никаквих заостатака, као и код самосталних делатности. Код земљорадника је планирано да се до краја ове године исплати заостала рата. Очекујем да ће на јесен тај мали део бити исплаћен, односно до краја године.

Да ли верујете да сте током овог мандата испунили добар део онога што сте обећавали пензионерима, будући да сте највећи број гласова добили управо на томе, а њима је данас и даље тешко?
Ви не пратите шта ја радим, то није добро. Обећавао сам пензионерима да ће чим уђемо у владу добити ванредно повећање од 10 одсто пензије и то смо учинили новембра месеца 2008. године. Обавили смо реформу система пензијско-инвалидског осигурања којом смо обезбедили да се пензије усклађују са кретањем зарада у јавном сектору и то чинимо већ ове године. Пензије су две године због светске економске кризе као и плате биле замрзнуте. Од 1. јануара ове године већ смо повећали пензије као и плате, и до краја године пензије ће порасти више од десет одсто. У мају месецу оне се повећавају. Кад се све сабере што је дато од јануара месеца пензионерима, најпре онај један одсто за најниже пензије, па осам одсто за пољопривредне пензије, па онда два одсто свим пензионерима, па сада 5,5 одсто, то износи више од девет одсто до маја месеца ове године и то није мало повећање. Знам да су пензије мале, знам да је тешко живети са тако малим пензијама, али знам и да има велики број незапослених људи. Њима је још теже. Пензионери у оваквој ситуацији кроз коју ми пролазимо, може се рећи, имају сасвим солидан статус. Ми нисмо апсолутно оманули ни у чему, посебно што смо предузели низ других мера. Узмите само Град Београд који свака три месеца исплаћује по 4.000 динара свим пензионерима који имају исподпросечне пензије, они имају и бесплатан превоз, породиљама или трудницама даје се посебан додатак да не би примале умањену плату.

Србија није Београд?

То се ради и у другим општинама. Читав низ мера реализујемо тамо где је најтеже – помоћ у огреву, у разним пакетима и тако даље. Није да не радимо и да нисмо радили, треба то само мало пратити па видети. Кад се то стави на папир, а не гледа кроз сито већ чистим очима, онда се види да што се тиче мене мој програм је испуњен до последње тачке. Наравно, он није могао бити испуњен у складу са мојим жељама и захтевима у смислу величине, с обзиром на изузетно трагичну економску кризу која је погодила целу планету па и нашу земљу. Ипак, у тој ситуацији све што је учињено више је од онога што је било ко очекивао.

Хоће ли се држава побринути за повезивање стажа хиљадама радника који су и ове године остали без посла, а годинама им није уплаћиван стаж мимо оних обухваћених најновијим мерама?

Ми смо повезали стаж овог пролећа за преко 100.000 људи, то је отприлике преко милион година стажа и стално повезујемо стаж где год се појави. Ту више нико нема примедбу, држава је преузела на себе максимум терета да то учини да не би људи испаштали због кривице послодаваца или неке организације или друштвено-политичке заједнице. Држава је заиста преузела на себе велики терет и то извршава. Ту и тамо има још понеких радника и организација, али они треба да се јаве како би се покренуо процес и решио њихов проблем. Потребно је да то ураде или синдикалне организације или стечајни управници уколико је у тим предузећима покренут стечај. За све организације које су отвориле процес приватизације, реорганизације или стечај, предвиђено је повезивање стажа радника који су не својом кривицом остали без плаћеног доприноса.
